If the toll is really 40 or 41 aircraft, many of which were strategic bombing assets, western military pundits suggest this knocks out up to 34% of the Russian Strategic Bomber force. And as you mentioned, they do not manufacture these aircraft anymore, it's not simply a matter of replacing them on a production line. Satellite imagery I have seen so far today shows more damage than the video's from yesterday, supporting the claim. This opens up a security nightmare for Russian Truck traffic and obviously military aircraft assets security. Ukraine just proved geography and distance no longer make Russian Military assets invulnerable. In terms of psychology this is a big "W" for Ukraine and a big "L" for Russia. Yes, it is true this may not immediately effect the results of territorial battles on the ground but it will reduce Russia's ability to launch cruise missiles. Combine that with (you would know better than me) but with a fleet of 120 -125 of such aircraft, how many are actually operational? Certainly a % have downtime related to maintenance, wear and tear and such, and, if I understand correctly these are OLD air frames. Russian sortie counts will inevitably go down. All of which just keeps increasing the cost of this disastrous special military operation. BTW, I am seeing several Western sources suggesting Russian combat personnel losses are approaching 1 million, which is a STAGGERING statistic.

I don’t have any more knowledge than you, but I doubt Ukraine informed our government of its intentions on this one. I don’t think they would have informed a Biden/Harris Administration either. That milquetoast Jake Sullivan would have lost control of his bowels and done everything he could to stop it.
The Ukrainians live by the saying it is better to beg for forgiveness than ask for permission. And they know the US is risk averse when it comes to this conflict. It took Khatkiv two plus weeks of getting shelled before Biden and Sullivan allowed the AFU to shoot into Russia in the Ops Box in the North this time last year.
To me, this is right up there with “Russia will be out of missiles within a week.” As with the missiles, I suspect we do not know the true number of capable jets Russia has.
I'm fairly certain that Zelenskyy specifically excluded the U.S. from knowing about this attack, between Trump's tendency to talk too much, and his affinity for the Russian dictator. There may be some newer missiles that we have not given Ukraine that they could use against Russia.
