It is an historically bad blunder. Many governors, including Republican governors like Hogan and Devine, have treated this crisis seriously and their approval ratings are way up, and deservedly so. Americans usually rally around their presidents in times of crisis. Not this guy. Hasn’t earned it.
Instead, Trump whines about how unfair it all is—to him.

I think Trump and his people decided the weather might depress attendance. They'd be left standing in a drafty, echo-y airplane hanger, with a light rain drowning out Trump's erudition. If he thought a rally would be wildly successful, he'd hold it in a hurricane. It's certainly not about the safety of the attendees.
