Is dictatorship a type of leadership?
In capitalism we call dictators CEOs
Except they aren't....
Not remotely true that we had a plan for Iraq. There was no Phase Four because other than some idiots at AEI they are going to create an Ayn Rand paradise, there were no real interests. Franks told Rumsfeld there was no Phase Four. Chalabi was a total fraud.
But there is far more interconnections in Cuba. It's not remotely comparable.
None of those mean that things will go smoothly or easily. There will be a lot of attempts to grab assets. There are a lot of self-interested actors ready to make their move. But there have been a lot of plans made over the years and there is a lot of interconnectedness.
Except CEO's are hired by the board of directors, who are voted on by the stockholders, a long way from dictators.

More importantly, CEOs don’t get to unilaterally dictate the conditions of life in our country. There are 1,000s of CEOs in the US, but there is only one dictator.
