Last time I checked George Pataki was governor and Rudy Giuliani was Mayor of NYC on 9-11-2001 adding that neither one of them was to blame. Andrew Cuomo was in the private sector at the time.
I don’t remember anyone blaming Giuliani for 9/11. I do remember people blaming Cuomo for the carnage in NYC Mar/Apr 2020. At last check, if NYC was a country, it would have had the highest excess mortality rate in the world. It was neck-and-neck with NJ in any case.
