    I think it shows the reverse. I don't think this Admin leaked it. I think someone in the IC that is not happy Trump is POTUS, likely leaked it. Think Reality Winner type. It is almost like read it on the high side in the SCIF, ran out to the car to send the gist of it to reporters.

    So the problem is whomever did the leaking or a news outlet reporting it? that's what news outlets do. run a tighter ship.

    I don’t have the highest degree of confidence with Trump’s choice of “thank you rewarded” picks to lead the sundry of departments. We’ve already seen reckless lack of care over security information the Text-Gate scandal.

    But yes, that’s the paranoia in me. All else being equal, it was probably as you stated.

    Person let their emotions get the best of them. They will be caught and spend a long time in a federal pen. Hardly worth leaking a memo tagged as ‘low confidence’.

    but 'low confidence' to the media means to either do more research or ignore that and print as ground truth so you can be the first to report.

    That is assuming the reporter they are leaking to knows enough to ask for the confidence level.
