Interestingly William Webster served under three administrations. He was first appointed by Jimmy Carter and also served under the administrations of Ronald Reagan and George H.W. Bush. Perhaps at some time in the future we will return to historic norms when competence and a commitment to public service were the criteria for appointment to high level government positions rather than today when those qualities take a backseat to absolute loyalty to the president.
