The Executive Branch has discretion on how they carry out the laws. What laws, specifically, is Biden not enforcing at the border? Because last year, 142,000 undocumented immigrants were deported. And the majority of immigrants coming in now are requesting asylum, which is a legal way to enter the US. Had Congress passed the bipartisan border bill, we'd have a lot more Asylum Judges today and there wouldn't be such a backlog of cases. But the Rs blocked the bill. That's not on Biden. There's also been a dip in undocumented entries since January. Current levels are very similar to pre-pandemic levels of 2019. Bottom line is the Constitution gives the Feds authority over citizenship and border issues. States sending troops to protect Texas are breaking the law. They have no authority. If Trump takes office and starts using State National Guard troops, he would be the one being the tyrant, especially if it's against the state's Governor's wishes. Besides, immigration is not a military issue. These immigrants are not a military danger, and everything should be a civil manner.

Ukraine got their aid only after a whistleblower blew the lid off of Trump's scheme to force Zelensky to announce an investigation into Biden in order to get the money. And Trump broke the law by withholding the payment for more than 45 days without explanation to Congress. In contrast, Biden is withholding two arms sales to Israel to send a message that Israel needs to do a better job at holding down civilian casualties. And to hopefully force Israel to the peace treaty table. Congress is fully aware of Biden's actions, and could vote to force him to comply with the deal. Trump got impeached because 1. his actions for withholding aid were for personal gain, and not in the stated interest of the country. 2. for not notifying Congress of his intention to withhold the Ukraine aid and his reasons for doing so. Two things Biden is not guilty of.

My hypothetical didn't concern a governor sending his/her own national guard to the border but rather a case in which a governor could conceivably oppose doing so. While a good argument could be made for federalizing a state national guard under those circumstances by your definition it would the president acting as a tyrant although from your own posts you really do not have a definitive standard but rather believe that president's exercise of authority is situational in nature.
