The logic is entirely circular. We didn't treat a fetus as a full person. Then, because anti-abortion people recognized that this wasn't consistent, they chose to do so in exactly one way primarily to make a point about abortion, but no other ways. And now you are trying to use it as evidence that the government does treat a fetus as a person.
