The average vertical for an untrained man is 16-20 inches. For a trained male athlete, it's 24-28 inches. Rioux's weight and leg strength could be hampering his vertical.
His vertical is of little importance. What he needs is to find a way to get himself closer to the ball. Methinks he doesn't have enough strength in his lower body to take on football players along the line. I think if he could find a way to hold his own with some help, he could dive at the ball with his hand extended (obviously he will be going down and needs to fall without hurting himself) and then he can maybe intimidate the kicker and even touch the ball.
He’s never going to be able to play high major basketball, his body just isn’t going to allow him to do it. He might as well have fun and have experiences he’ll never have again. Pretty awesome for him actually.
