There's an obvious tension between the idea that the Dems need to shake things up and guys like Rahm, who are friends with the Clintons and worked for Obama, consummate insiders. Just rerunning the same old 90s playbook, denounce 'the left' Sista Souljah style, dial up the bigotry for the chuds, and pretend there are imaginary Republicans who are willing to be partners in governance and who's votes are in play. Meanwhile in 2025 the median Dem voter wants to put Trump in prison, defund ICE and shut down the supreme court.
But he'll never shake his ties to Obama. And frankly, he just comes off as a bitter and mean person. This is the anti-McCain scenario where the right-wing hacks will love him . . . until they turn on him and blame him for all of Obama's perceived faults when he's running against their boy.

That is why I wouldn't expect him at the top of the ticket. But nobody votes on VPs directly. I'd suspect that the competition for the "Moderate" lane at the top of the ticket in 2028 would be Andy Beshear, Josh Shapiro, Pete Buttigieg, Jon Ossoff (assuming he wins re-election), Ruben Gallego, and maybe somebody like Whitmer, Kelly, or Klobuchar. Possibly with an outside shot to one of the Democratic governor candidates this year (Sherill in NJ and Spanberger in Virginia).
As the OP has pointed out before in previous threads, I think there are basically two lanes: fighters vs norms respectors (to be polite - I'd call them the surrender caucus). Rahm is a combative dick but I still think he falls into the "norms respectors" crowd that is willing to rule over whatever wreckage Trump leaves behind with a limited agenda and vision. His combat skills will be put to use combating anyone seeking to displace the prevailing democratic leadership and consultant class that seeks to avoid politics and manage whatever status quo prevails. He could make the ticket if someone at the top matches that profile, but anyone who does a "team of rivals" thing with him would be an idiot.

It is almost a clean sweep of can’t-win establishment candidates, cycle after cycle. Obama beat McCain and Romney. Both live wires the whole time. Clinton beat incumbent Bush and Dole. Dole was pretty duddy but not DOA. R’s found a way to field someone who COULD win while D’s put that disaster lineup together. So while I agree with your Rahm take, this seems like an almost ideal D candidate. He can’t win. LFG!!

Rahm did not offer to serve in the IDF once, let alone twice so I'm not sure how it affects his election chances.
