    Okay, so let me add some info that you left out of your post: privately owned housing permits and completions are falling while starts are up over the month but down over the year.

    Mortgage rates are tied to the bond market. With 10-yr and 30-yr yields still rising, it is predicted that mortgage rates will continue rising (like this week). If the bond market doesn't stabilize or investors of U.S. securities start dumping bonds, who knows what turmoil will hit mortgage rates.
