Rather than eating the cost the reality has been the reverse with Trump monetizing the need for the Secret Service to stay at his facilities to the greatest extend possible. The Secret Service paid to lease facilities even when Trump was present and speaking of monetizing his position this seems especially egregious (from Trump's first term). Let's talk about this. I have a long memory. So WalMart goes from saying "we buy American" (80's and 90's) to "We just sell shelf space to vendors and can't control who they buy from" (2000's and on) Now they are openly saying they are the "largest importer of container goods". So much BS going on at Big Box Mart.
Perhaps they determined that Americans didn't care about "Buying American" when actually at the store and they revealed their true preference, which was for lower prices. That would certainly be consistent with many other findings from other firms. So they adjusted to their customers' preference.
Trump puts these people up at his hotels and charges the highest rates possible. And yet, Trump implements this tariff policy which he is incorrectly thinking is helping America, and he expects Walmart to eat the tariffs. That, to me, is a connection.
Then why have the phony PR campaign in the first place. Kmart absolutely had lower prices than Wal-Mart 30 years ago, and more customers 40 years ago. The "Buy American" ad campaign was a big part of why people became Wal-Mart shoppers instead. We were flim flammed.
Well, Trump is into making threats now, so we'll see what happens. He has told Walmart, "I'll be watching you." And? Did you catch his threat against Bruce Springsteen? He said that when Bruce gets back to the states, "We'll see how it goes for him." Any crazies listening out there?

Kmart relied on high-low pricing with sales while WalMart's general prices were lower. EDLP was more attractive to consumers who were buying a wide selection of items and who didn't want spend energy finding the deals, often for fairly low involvement products (i.e., those that they didn't care about). Buy American was great for the brand. But, in the end, do customers care? Nope.
