Vladimir Putin has apparently been setting foreign policy since Trump took office although that may change at least somewhat thanks to the agreement with Ukraine regarding US access to minerals. Given the choice between access to the minerals and kowtowing to Putin Trump may decide that the former should take precedence. As far as domestic policy is concerned it's been Russell Vought and Elon Musk on budgetary issues with Stephen Miller and Tom Homan on immigration. Trump also seems to be acquiescing to Laura Loomer when it comes to some personnel decisions.
