Technically even if these states only have 1 seat in the U.S. house of reps, they could still gerrymander their STATE house, though I doubt those Twitter bozos checked this out before running with it. Quick check of Vermont and they have a decent # of Republicans in their state senate and house even though the state voted 63% for Harris. Looks decidedly NOT gerrymandered - at least on top level #’s (17-13 in Senate, 94-56 in House). Despite their heavy dem lean in the Presidential cycle, they have also had a Republican Governor since 2017.

Your *story* (from Daily Caller) is not accurate. The legislative session is ending on Friday. Gov Abbott will call a 2nd special session to address redistricting. Texas is prioritizing redistricting, called the Texas First agenda, over passing bills presented in session to assist with flood relief. Check your *news* sources.
