The interesting thing about this is that one declassified document doesn't hold more weight than an entire investigation by congress and also Trump is in the Epstein files.
Playing this through to its conclusion. The DOJ should come to this same conclusion and therefore not bring any formal charges (setting aside whether this is even a chargeable offense). If the DOJ does come up with some loophole to charge Obama, Obama's attorneys will quickly move to dismiss for this reason. That would allow Trump to still claim Obama was guilty but only escaped accountability thanks to a technicality (ignoring that it was created by and for him).
