I agree that it was probably not good etiquette , but fwiw he said that he and his staff had previously asked questions of Noem and the administration and had not gotten any significant responses. So, I'm guessing he acted out of frustration. Of course you don't have to believe him. I certainly don't believe that Noem would have answered any of his questions had he waited till she was done with her speech justifying the administration actions. .
