   Culture is not something that people are permitted to have or not. It's what develops among people. So yes, of course whites are allowed to have culture. What French is saying is that a new culture is developing on the right and it is one that has been corrupted by extremism among other forces. What makes it a topic for me is that I believe he captured a lot of what is going awry on the right, though I would add that nihilism is also one of those forces.
