You are making an assumption he was part time. The Guard has a large population of full-time members, like me, to keep the enterprise going at all times. That is especially true in technical fields, such as the one this airman was in. Take aviation, for instance. You can’t just have aircrew show up to fly one weekend a month and two weeks every summer. Those aircraft have to be maintained all of the time. Aircrew have to maintain proficiency throughout the month. The battalion I command is comprised of roughly 1/3 full-time personnel to make that happen when the unit is not in full assembly. But you are hitting on the main problem: why did he have access to documents he did not need? There was a failure in that somewhere. Having the highest clearance doesn’t mean you get to know everything, just what you need to know.
