It doesnt take a crime for a poll worker to file a case that delays counting and processing. The whole intent is to file massive numbers of challenges to FU and legalize (send to pub judges) the vote counting decisions. The longer it takes to tabulate the vote, the more certain Tucker and the tuckees are that something nefarious happened.
