China claims that there is no one left to participate in the trial, so Gilead cannot sign up enough people. Reality is probably that the Chinese company moved to patent the drug in China after they worked on it with Gilead over the past several years while jointly studying the efficacy for SARS. Rather than a sign of failure, this likely means that the patent claim of the Chinese company is being supported in China and they will make their own version, while the rest of the world recognizes Gilead's patent claims.

Apparently, there are wildly varying results with Chloroquine/Hydroxychloroquine. Tom Hanks' wife Rita Wilson was treated with it and she also suffered severe side effects.
