    Baseball players with minor league contracts are playing college football. So they aren't really amateurs either.

    I understand we may be talking about different sets of rules, or a similar set of rules applied to different sides (amateur athletes/agents). I don't think, however, that certain states permit NCAA athletes to receive gifts from agents. On the other side, are there states that permit agents to do this?

    I think Texas has a not allowed law.
