All these players that are transferring were sought out by the current regime as players who could contribute.
Are we still in line for Jeremy's beloved " All Sports Trophy", this trophy actually relates to sports mostly attended by friends, relatives and significant others.
I would expect a new coach to have kids recruited by the prior coach ransomer.
My guess is that if you break down the roster from Zook to Urban to Will, Will has had a higher percentage of the kids he recruited w/o cause than the other 2 did.

These transfers are good of the program long-term in hopes that they get replaced by better recruits, but not good for Muschamp or Florida next year. The last thing this team needs is more attrition, especially on the offensive line. And Colin Thompson better be ready to play next year or we are screwed once again at the TE position.

WM has been at UF for 3 years. How is he still a new coach?
I would qualify four or five of those transferring as reaches when we recruited them with less than a 50/50 chance of being major contributors, especially from Will's first class. He was not in the same position either Meyer or Zook were in when he came on board and his first class was a mix of top tier and marginal talent. Meyer lost more to transfers in terms of quantity and much more in quality than Will did. Meyer lost three or four of the best players from his recruiting class before the next season started. FWIW, what coach has had more quality players transfer to UF from other schools than Will?
Which 8? We have Roberson, Westbrook(DE), Purifoy, Joyer, Driskel left from our 2011 class. That is it.
Bama's class was 22 players so more than twice as many are still on their team from that recruiting cycle. We only had 17 players in our class. They have 14 left from a class of 22, we have 5 from a class of 17.
In fact, this is very wise and also considerate, if the head coach sits with a kid and says they aren't likely to play much would be better off transferring. It allows you to keep recruiting an adequate number of kids to keep your depth adequate. Admittedly, this year, given the massive number of injuries, even seemingly adequately deep positions like QB, RB, OLine, etc. were heavily decimated, but 2013 was a cursed year for the injury plague (comparable to Europe's Black Death of the 1917 worldwide Flue Epidemic).
It was not a good class. Even some of the highly ranked players had question marks. Probably one of the most uneven classes in recent memory. I'm trying to imagine who else from that class would have helped us this year if they'd stuck around.

Are we agreed these transfers are being encouraged to move because they are being fed information about the new OC and/or scheme? Hence, the decision is pretty much made and the details are being worked out?.....

That scenario would suggest some sort of plan or long-range strategy. And we know this staff would have none of that.
I'll take that as a "yes"....
