    Sure, but

    1. There are mandates in place that prescribe standards for maintaining government data

    2. Even without those one would have to actively work to remove data that was transmitted via some SMTP process, particularly one across VPN as surely the IRS operates within.

    Oh I am not doubting that it should have been saved and probably could be tracked down with some competence. And I definitely don't rule out malfeasance by someone.
    I am only saying that these are the same geniuses that gave us the healthcare.gov rollout where clearly basic UAT and system testing guidelines were ignored, the group that spent almost a billion dollars trying to modernize the VA interfaces and got almost nowhere, the group that gave us countless other clusters tech wise. Just not thinking competence, compliance etc are far up the chain of likely outcomes.
    And I can say with relative certainty that if there was a coverup Koskinen was not involved, Ryan essentially calling him a liar isn't much more than grandstanding. In fact he was brought in to run the IRS in large part because of his sterling personal reputation and reputation for taking over and fixing troubled companies the right way. Just read his history at some point.

    So thru out his entire life, even as a 14 yr old boy, he was never accused of lying ??

    He may "have been decent" at one time, but he became a perjurer, liar, deceiver, and puppet of evil. If Martha Stewart went to jail, he should serve 10 yr starting now.

    He didn't take Freddie over until Post crash, when they were in shambles, the guy who led them into the crash was let go in 2008. He took over when the first post crisis CEO had resigned and the CFO had killed himself. Freddie has since returned 70 billion to tax payers.
    Prior to that he helped restructure the largest BK in US history (Penn Central).
    The largest insurance BK in US history (Mutual Benefit)
    Helped save the Teamsters pension fund
    Was at OMB when we had our last balanced budget.
    Led Clinton's Y2K initiative.

    And many other things.

    It may have been the first time he was ever saying something so inherently lacking in credibility and believability.

    There is criminal liability in this scheme by the IRS. I think this program of intentionally hyper-scrutinizing and generally harassing groups seeking tax exempt status and denying them *any* status, even a clear 'no', was conducted for the purpose of discouraging those groups and citizens from exercising their civil rights vis a vis speech and advocacy, by denying them clear guidance and hassling them for excessive and unnecessary information. I think it is both against the letter and spirit of 18 USC 241 -- conspiracy against civil rights.

    You all should have been this concerned about the White House losing the emails in the run up to the Iraq War.

    Does all of the IRS testimony seem remotely plausible?

    20 Years and 6 months ago OJ Simpson was very believable and well respected by those who worked with him. But one event changed that.

    What I believe is that he wouldn't be in a technical position to know the status of the emails and is basing his testimony off of what his subordinates are telling him, same as any CEO. Not much else he can do. In order for him to be lying he would have to have been told that they have them and either stood up and lied about it, or told them to delete them or somehow make them go away.
    Of those three options, the first one makes the most sense given who he has always been as a person.

    If, let's assume Ora, you are right. Then his truthful statements would be:

    " Mr Joe Jones, the XYZ head of -- dept at IRS told me this.... Mrs Lois Lane told me this and showed me this. I was told this by so and so. I am willing to hand over all my emails, all my notes everything. I have nothing to hide. In fact, you dont even have to subpoena me....here they are.

    And btw, all the people involved are sitting outside to come talk under oath now. "

    That is transparency and not cover up and lies.

    He "may" have been an honorable man. When you lay down with dogs, eventually you will catch fleas. Koskinen deliberately misled Congress by not revealing the circumstances of the missing emails and hard drives when he found out about them. He needs to go immediately. No one will believe anything he says from this point forward. He's damaged goods.

    Plenty of evidence has been revealed and more may be with the missing email files of Lerner and the other 6. Just don't bitch Fred when Pubs take the Senate and absolutely make life miserable for those aiding and abetting the rampant fraud by this administration.

    If it turns out there is an independent investigation and the emails are found, it will definitely come to that and I will support aggressive questioning as much as you. And if I am proven wrong about him I will be the first one to admit it, but would be one of the greater surprises I can remember.
