    That's all you have to do when you admittedly commit perjury to Congress? If it were you or I doubt it would be seemingly a non issue. Since the NSA's program became declassified per Snowden, he then gets exposed and says it was a misunderstanding. Something isn't right here. Don't these guys work for us? he said the NSA does not do these things wittingly. Out and out lie.

    He lied to protect what was then classified information. Like others in the intelligence community, he's a professional liar. If Congress doesn't like it, they should abolish his job, which is useless anyway. It was created only because it was one of sundry recommendations dreamed up by the 9/11 Cover-Up Commission. Why the CIA actually let Congress create a so-called director over the CIA director remains a mystery.

    That's what the means. He's saying the CIA director should be the director and not have anyone above him but the President.
