    Isnt that because of the law? I mean, that's a pretty bizarre reply when we're questioning the usefulness of aspects of the law.

    I'm not sure that's true. Lots have been denied preclearance by DOJ but they have actually passed before that happens, it only keeps (kept?) them from taking effect.
