    Doesn't matter. Congress is not listening to him. Foreign leaders don't respect him. By 2016, democrats will be running from him. His popularity doesn't mean squat, good or bad. As long as his "stash" doesn't run out, a certain % of the public (and the media) will fawn and slobber all over him.

    While Bush's disapproval rating was the highest on record, his approval rating was higher than Harry Truman and Richard Nixon's lows. Further, since "in history," really means since the 1930's (when that polling started), it ignores the lack of popularity of some of the rather craptastic Presidents of this country that were likely quite unpopular in their own time in office, such as James Buchanan, Rutherford Hayes, Warren Harding, etc. So, saying GWB was the least popular President "in history" is a bit heavy on the rhetoric and low on substance.
