    President Obama will announce Tuesday he is planning to sidestep Congress to implement a national plan to combat climate change that will include the first-ever federal regulations on carbon dioxide emitted by existing power plants, despite adamant opposition from Republicans and some energy producers.
    In a speech at Georgetown University Tuesday, Obama will announce he's issuing a presidential memorandum to implement the regulations, meaning none of the steps involved in the plan will require congressional approval.
    In addition, Obama will say he is directing his administration to allow enough renewables on public lands to power 6 million homes by 2020, effectively doubling the capacity from solar, wind and geothermal projects on federal property.
    Obama also was to announce $8 billion in federal loan guarantees to spur investment in technologies that can keep carbon dioxide produced by power plants from being released into the atmosphere.

    Funny thing is that he will say in as many words, sidestepping Congress, but if anyone over there actually takes him to court over it, his solicitor will swear up one end and down the other that they are merely enacting regulations authorized by the Obviously Unrelated Asspull Act of 2002 and the court will by it. John Roberts will declare it a tax.

    Some of you would kill your sister to get oil on public lands... using thermal which is a major source of energy in Iceland, is just being smart.

    Our water resources are to the point, we can't just burn something much longer to just create a watt that can be made in other ways.

    Modernizing power plants is seen to be evil. How dare we advance in technology.

    Putting scrubbers on dirty smoke stacks, creates jobs and new industry, Plus not as many will die due to lung ailments but I know you prefer to see people die instead of adding new fangled things you don't understand.

    We have reduced our use of oil to create electricity from 2% of the total, to 1% of the total. NG use is helping on this quite a bit. And 1% of American energy use is huge.

    New legislation would be much better than ad hoc executive response via the EPA. But you've got a bunch of flat-earthers in Congress. So here's what you get.

    Executive actions are supposedly rooted in predictably vague language from article II of the constitution. Since our founding fathers actually had a tremendous amount of disagreement with each other, I don't think we can ascribe any real intent to them.

    That doesn't mean that executive actions should be allowed, but we should combat them with our own reasoning rather than a willful interpretation of what these very different people may or may not have had in mind.
