Hmm .. did they establish subsidized school lunch programs, free or subsidized school breakfasts, EBT cards, the ACF, Aid to Dependent Family programs, the HHS-OCC-CCTAN, the U.S. Department of Agriculture's $7 billion Special Supplemental Nutrition Program for Women, Infants, and Children, etc?

I believe the House started doing this last week, passing several measures to provide direction as to which programs were to be funded. Had the Senate and PotUS acted on those, there'd be less of a "partial shutdown", perhaps no shut down as of today .... and DC would be on its way to settling the matter of raising the debt ceiling. But nope ... Barry (with Michelle pulling his strings) and Harry said ... all or nothing and that's where America finds itself - with nothing resolved.

Well, that particular issue isn't really about funding, it is specifically about authorizing the prioritization of payments.

I know the House has had a number of bills relating to that potential authorization in various ways submitted, but to my knowledge (I haven't specifically checked, but haven't heard about it) none have been acted on by the full House to this point.

Yes but ... it would have funded those departments and congress would have been "focused" on resolving matters pertaining to the debt ceiling. I believe the house may have held those measures after harry said he would not allow a vote in the Senate and Barry said he would veto if they somehow passed the senate ... which was all but impossible.

That is true. However, 24 hour access to things like the situation room and the oval office for the President are likely to be considered essential for national security.
