    I would like to know whether it has ever been articulated:

    1) The specific circumstances wherein the President is authorized to use military action without congressional approval;

    2) The specific circumstances wherein the President may not use military action without congressional approval; and

    3) How to tell the difference between those.

    Someone, who knows, please tell.

    Krauthammer's argument is that a one-shot strike would be essentially meaningless. I don't recall him or any other conservative for that matter making the same argument when Reagan bombed Libya in 1986. In 1986 we bombed Libya to punish Khadafi for a terrorist attack in Berlin in which three Americans were killed; this time it would be to punish Syria for a chemical weapons attack in which hundreds of civilians were killed. In both cases the response was (or will be) a one-shot attack.

    Do you consider there is a tangible difference between a strike that carries with it an implied threat of greater force to follow, and a strike that carries with it the express assurance that greater force won't follow? That is essentially Obama's plan here.

    The reason Reagan did a one shot strike at Libya/Khadafi was the the one shot was aimed at Khadafi.

    If it could be shown Assad was behind an attack aimed at Americans then I would consider him fair game and the rest of the world could like it or kiss our butts. As it is I don't see this in that light. I had no problem with them lighting up Sadaam I was, however, against the invasion.

    I agree that there is a significant difference between the effects of force that is applied with and without an explicit limit.
