I honestly, in my 45 years as a recruitnik, have never heard of "good parents" pushing their "good student" child out of state to go to an inferior school. Something doesn't feel right about this.

The only legitimate reason I can think of is if they want him to get away from certain people. Maybe they think he is hanging with a bad element or something.
