    There is an interesting cert. petition in the SCOTUS on the 2d Amendment. While the issue, as written by the petitioner is pretty poorly written (and is more rhetoric than a statement of the actual issue presented), Maryland's statement of the issue is much better:

    So, if you want to carry a handgun for hunting, target shooting, sport shooting, organized military activities, or other statutory reasons, no permit needed. But, if you don't have one of those reasons, you need a permit to carry a handgun in a public place and to get a permit you have to provide a "good and substantial reason."

    Don't have time to look at it right now, but is this in essence the Petitioner trying to get SCOTUS to endorse Posner's analysis in Moore v. Madigan that read Heller and McDonald as recognizing a right to self-defense incident to the right to keep and bear arms that necessitates the ability to carry outside of one's home?
