State legislators say stupid stuff all the time. Did you hear about the one in Washington state who wanted to tax bike riders because people produce CO2 emissions when they ride bikes?

Well it's true that he was in favor of the tax on bike riders, but he didn't propose it. The Democrats did, as part of their revenue package proposal. He did support it though, so a bike shop owner who opposed it sent him an email complaining about it.
As part of their back and forth exchange he tried to rationalize the DEMOCRAT-PROPOSED tax by saying that car owners/drivers pay fees that go toward offsetting their use of the roadways, so bike owners should also, since bike riding supposedly has some sort of environmental impact as well.
Afterward he admitted it was a lame argument and apologized for it:
