Gov. Andrew M. Cuomo and lawmakers agreed on Monday to a broad package of changes to gun laws that would expand the state’s ban on assault weapons and would include new measures to keep guns away from the mentally ill
The state Senate, controlled by a coalition of Republicans and a handful of Democrats, approved the legislative package just after 11 p.m. by a lopsided vote of 43 to 18. The Assembly, where Democrats who have been strongly supportive of gun control have an overwhelming majority, planned to vote on the measure Tuesday.
Approval of the legislation would make New York the first state to act in response to the mass shooting at an elementary school in Newtown, Conn., last month.
Mr. Cuomo, a Democrat, had pressed lawmakers to move quickly in response to Newtown, saying, “the people of this state are crying out for help.” And the Legislature proceeded with unusual haste: Monday was the first full day of this year’s legislative session.
“We don’t need another tragedy to point out the problems in the system,” Mr. Cuomo said at a news conference.
“Enough people have lost their lives,” he added. “Let’s act.”
The expanded ban on assault weapons would broaden the definition of such weapons, banning semiautomatic pistols and rifles with detachable magazines and one military-style feature, as well as semiautomatic shotguns with one military-style feature. New Yorkers who already own such guns could keep them but would be required to register them with the state.

Based on the provisions of this bill, seems like they're going to have to take Bloomberg's guns (and you know he has them), as clearly he suffers from delusions of grandeur.

Sounds like what Dianne Frankenstein is going to propose, only hers would require BAFTE registration and a $200 federal tax stamp just like Class 3 firearms today.

Those "military style features" are killers. Eliminate at least one of them, and presto: with one swift jerk of the knee, the firearms become incapable of killing a human.
This is a joke, as is the legislation.

They just had one of those hysterical 'gun buy back' events in LA. Think they bought back something like 1,500 guns. Of course these were all cash-strapped, law-abiding people selling their guns for a bit of easy money. So, gun-ownership among bad people remained wholly intact. But everyone somehow feels a little safer now.

Lots of guns are being purchased even as we speak. These laws will help the masses return back to their numbness and feel good in their heart since they have resolved the serial murders with a swing of the pen.
More laws for criminals to ignore.

Black markets are always very profitable. Is it going to be more profitable? That would be hard to say as it relies on a variety of supply side issues as well as demand disincentives.
For example, if the government is able to effectively cut the supply of certain weapons, then the acquisition price by those on the black market goes up, trimming the profit margin.
On the demand side, the issue comes in the shape of the demand curve. If there are a large number of people capable and willing to pay for these features (including the risks and negative emotional aspects associated with such transactions), then the black market can be quite profitable. If not, then this could have no effect or even a potentially negative effect on black market profits.

Semiauto pistols as assault weapons? Stupid.
I'd be in favor of banning concealed carry of semiautos, I guess. I mean, not strongly in favor of it, but.. whatever. The whole thing is stupid and a waste of time.

There will be more people seeking to purchase guns through the black market and that's a fact. You will have less people obeying the law as a result of this legislation thereby creating more criminals. The government has never been effective in controlling the black market for anything. This is bad legislation all the way around and I suspect will be challenged.
