Yet, with more than $6 billion disbursed by the international community since 2010, almost 90 percent of aid has gone to international NGOs and private contractors, according to a recent study by the Center for Global Development. With little transparency in the aid system, the government of Haiti must work harder to ensure that the 300,000 people without permanent homes receive some of the benefits, but also support local procurement of materials so that more jobs will be created from the rebuilding. Urban encampments have become part of the landscape. They are gradually disappearing due to efforts by the Martelly government to move beyond the 2010 tragedy, but more action is needed to get cash transfers to Haitians to jump start the local economy.

I know I tried to help. There was a rather large influx of Haitians, to Orlando, after the quake. I was in the alarm industry at the time and had the occasion to meet a couple of young Haitian refugees looking for work.

So, wanting to help them and also capitalize on the opportunity to tap into the sizeable Haitian market here, I took them under my wing (they had all their papers).

With my tortured French, along with the little bit of English they knew, I painstakingly explained to them that they'd be introducing me to fellow Haitians who might be interested in security, and that I'd pay them a finder's fee for their efforts, whenever I made a sale.

I met with them on several occasions to train them on what to say and so forth. Also provided them with marketing materials. Explained backwards and forwards that I could not pay them upfront.

After a week or so of hitting at canvassing, here and there ... they became restless and wondered where their money was. So, we basically had to part company.
