If by "favor the haves" you mean let people keep more of what they earn, then hopefully Republican policies do that. If you look at capitalism as haves / have nots you're living in a world completely isolated from reality.

I look at capitalism as a system where the accrual of profit is the bottom line, literally. Wealth accumulation is paramount, and supercedes all other considerations. Conservatives support these activities, preferably without let or hindrance from outside agencies, especially government.
