While that video is horrific and I understand why you posted it, just to clarify, this happened on a highway in a remote area of Russia and is not from a state "trooper dashcam."
Lots of Russians have dashcams now. Apparently there are so many people jumping in front of cars for insurance money saying that they were "hit" among other reasons. There are TONS of crazy Russian highway videos on the web.

I've got a drive cam in my work truck, had it for about 5 years. Seems like the only times I set it off is when I'm not wearing my seat belt or I am smoking in my vehicle, the two things my boss won't tolerate. I've been threatened with fireing about a half dozen times in the last 5 years. Guess I'm just too damn important to fire.
OK I'm editing in order to fess up......the real reason I haven't been fired is I have accumulated too much blackmale info on my bosses over the years.

I heard that same thing a couple of weeks ago when all the videos came out with the meteor that hit Russia. I think it was on the Kim Komando show(tech/computer show host) when she raised the question as to why so many Russians had dashcams--much, much moreso than here in US or pretty much anywhere for that matter. Turns out what you noted--intentional accidents to claim insurance money is a HUGE problem over there so the Rooskies are prepared now to prove what really happens.
Back to the video--that was the last few minutes of the driver's life no doubt. No way anyone lived through that collision. Wow.

20 to 25 years ago we did a few things that were not exactly by the book. Not sayin I would ever let the cat out of the bag, it's just nice knowing these things.

Lol thanks for pointing it out. Spelling is a curse with me. I know it really bugs some people but those who have not lived with major Dyslexia and other mental disabilities will never understand. It is not a case of poor education or even lazyness, if I don't use a spell checker 100% of the time spelling errors are going to happen on a regular basis. I wish I could explain but if you don't live with this curse you would never understand. I can memorize spelling rules and individual words until the cows come home and still cant get it right.

Hey 515151...trust me, we ALL do it. We all get in a hurry and for whatever reason just type words wrong so no need to explain.
But you gotta admit--when you said you had too much BLACKMALE info on your bosses, it DID require a double take. That was funny no doubt.
Yeah the BLACKMALE thing was pretty funny.
As for the spelling, with me it is far more than getting in a hurry. Like I said I would never expect a normal person to understand the way my brain processes information. I could write a book on learning disabilities. There is no doubt in my mind if I were a school kid today I would be diagnosed as autistic. Back in the 60s we were just slow and lazy. You learn to live with it.
