Default CBS News' conflicting terms?

The headline reads:

"Panetta: Enhanced interrogation did not lead to bin Laden"

Yet, the actual quote from Leon Panetta reads:

Panetta went on to say that there was at least some truth to the notion that enhanced interrogation was part of the hunt for bin Laden.

"Yes, some of it came from some of the tactics that were used at that time, interrogation tactics that were used," he admitted. "But the fact is we put together most of that intelligence without having to resort to that."
Regardless of the claim that "we could have gotten bin Laden without [enhanced interrogation techniques]" as we don't know if this claim is accurate or not, the one thing we DO know is that Enhanced Interrogation Techniques WERE used to gain intelligence which led to the killing of OBL.

Key word in the last statement that most of the nay-Sayers will overlook... "most"

Like a bank robber claiming that "most" of his living expenses were covered by investments made by using the proceeds from his crime.
