Is Franklin trying to be Spurrier Lite?
He really needs to work on his delivery and the punch line, though. But "punch" line with Franklin takes on a whole new meaning -- he's got a bit of a hot temper.

That's more Lane Kiffin than Spurrier. Spurrier rarely insulted an individual. He took shots at the school or program; ".....you can't spell Citrus without UT....","....they always have the best recruiting class, but when they get on campus....", ".....free shoe university...."
But Franklin is much more likable than Kiffin...

the kiffin comparison is very apt I think, except that Franklin knows what he is doing as a coach. He's out there poking the bear trying to draw attention to a program that has been pretty much an after thought forever. I'm not sure he'd be saying things like that if he had taken one of the better jobs he was mentioned for.

There is something likable about Franklin. He's got a fiery personality and that might be it.

I agree there's no way Spurrier would say that.
Spurrier used to say "Winners admire and respect other winners."
Spurrier enjoys a few barbs now and then but they are usually clever and not personal- as someone above mentioned. This is not clever.

This. He teaches his players to be just as classless. It all comes from the top.
I hope for his sake that these are just techniques he's consciously employing to help make an irrelevant team relevant; but I doubt that's what's happening here.
