The way we (Americans) are using it, a good deal of it is entirely discretionary.

And if Medicare is the problem, then let's change it or eliminate it. We don't need even MORE government intrusion into health care.

Instead of subsidizing the whole system until it crumbles, we should make intelligent choices about what is and is not going to be on the public nickel and how best to control costs going forward. I agree with your implication that discretionary care has been a private sector success story. The problem is thinking that the same paradigm applies where our hands are tied by ethics.

You forgot the US MILITARY INDUSTRIAL COMPLEX also fighting to save their A$$ to build 1,000 more tanks, 50 more jets, etc...
