The ruling elites and their political lackeys in government might have been probing the public to test their level of support for gun control measures since the Sandy Hook "incident". When they found that the overwhelming majority of people weren't interested, they probably decided to back off at the last minute.
These people aren't stupid. They will simply just wait for a few more high-profile shootings to occur and let their controlled media bombard the public with more anti-gun propaganda in the meantime. When a juicy enough incident occurs, they'll come back and probe the public again to see if enough people will accept stricter gun control measures. If the incident they need doesn't occur, they can always manufacture it just as the CIA used to do overseas with Operation Gladio.
It's all about the incremental steps.
