Sorry, but there is a legitimate paramilitary ("militia") tactical purpose for weapons with high capacity. It's called suppressive or covering fire. The size of magazines available to the public is something that can be regulated. But the purpose exists.

If they don't turn their AR in the perpetrator would just be fined every time the he's found with this type of weapon. It might be too "messy" and wouldn't be practical to do it any other way. The fine should have a very large minimum but also should have the ability to larger based on a persons wealth or income (some type of formulation would need to be figured out) and it would increase exponentially with each additional offense. I think a buy-back program and a fine would be a sufficient carrot and stick for most people to comply.

Really, I think the best approach to getting conservatives on board with gun control is to start arming people they fear. Get a bunch of militias consisting of leftist academics, Islamic fundamentalists, undocumented workers, Unionized state employees, inner city youth, visibly parading around with highpower guns, and people will be wetting their pants to get gun control passed.

It would translate here about as well as soccer has. They will always rope in PT Barnum's favorite people, but the reality -- the fantastic, good, freedom-preserving reality -- is that disarming the law-abiding American citizenry would for the most part be a cold, dead finger proposition. The attempt at which would definitively prove the point of putting the 2nd Amendment in there in the first place.

I'd be in favor of arming anyone that is a citizen at the age of majority, who is not a felon or mentally ill. I could care less about their politics, unless they are enemies of the US Constitution. And I would love to see them marching in the street.
