Probably easier just to do it on the device. Basically you tap and hold on one of the apps, which starts them shaking. You then drag it onto another app that you want in the same folder, and let go. Then you can name the folder, and use the same "tap and hold" technique to add more to the folder.

This video is a little dated (iOS 4.2) but it shows the method.
