They definitely have a general counsel's office. And you are correct. These things are supposed to go through them.
My friend is a general counsel at USF and suspects based on vagueness of the offenses that UF’s general counsel was not involved in drafting the list and is now scrambling to deal with it.

As someone who is on campus almost every day I think it’s fine to set boundaries. I just think like others have said the boundaries should have been explicit and not so vague. As written I agree it was an obvious attempt to silence these people. Really I feel ok with silencing these protests a bit tho. Go protest at congress. It seems petty and out of touch to protest at a university that has so little to do with the larger problem.
I imagine protests of all sorts happen on UF campus and have for decades. What makes these protests different to warrant these new rules?
im sure the admin looked around the country and said we don’t want shit to spiral out of control here like at other places. I mean we have at least a handful of people protesting something or yelling at us about Jesus every single day so protest in general is fine but around the us these specific protests have turned ugly much more frequently than the average. Back in the day I helped with gau so I have no problem with protesting in general but this particular group has shown that they have an intention to cause problems for the institutions they show up at so I have no problem with an admin trying to get in front of it as long as the boundaries are crystal clear.
Don't know about when you went to UF, but when I was there, law and order was maintained with an iron fist. All kinds shenanigans off campus, but order on campus was always maintained. Was telling my kids last night--this garbage about canceling graduations and going virtual by other schools, is a completely cowardly cop out and capitulation, especially with schools like Columbia, Yale and Emory. Easiest thing on the planet to control is a college campus. The disruptors come in exactly 2 flavors--students, and trespassers (upon warning). Remove the trespassers, and discipline the students, and why sherzam! You got lawr n ordrur. Just. Like. That. Alas....these admins enable chaos, and feign impotence... ....bc they support the cause. Ie--antisemitism. Straight up.
...and communicate to the world that our Jewish students will be protected on our campus. You wanna bully Jews? Not at UF. Period. That's the message.
