    I don't think that's been settled. There's still a pending appeal of the Federal case

    not contesting the actions prior to takeover....didn't they transfer most authority out of the district hands?

    is that what Disney is getting here?

    Do they already have an agreement on what the new comprehensive plan will look like?

    I don't know if there is a single issue that is lied about more than this particular one. You literally have to lie to someone just to have a conversation with them about it.

    First amendment case continues. This was about the contracts which placed CFTOD in a bind on any future regulation. They essentially went back to 2020 and said that both parties will negotiate anything new. For anyone to say either side won just means they have their political blinders on.

    It also says the board will be “consultants” This gave everyone an off ramp.

    No it doesn’t. It says that in revising the 2020 Comprehensive Plan the board “shall consult with Disney and any other appropriate parties.” The actual settlement agreement is all of six pages long and you can read it here: https://blogmickey.com/wp-content/uploads/2024/03/Disney-CFTOD-settlement-agreement.pdf

    In terms of how everything shakes out, it reads to me as follows:

    Wins for the Board
    • Disney is conceding that the last minute changes the Reedy Creek board made to try to bind the future board are invalid (what the new board sued to get)
    • Disney is dropping its public records lawsuits and withdrawing its public records requests
    • Disney is asking the federal court to put briefing in the First Amendment case on hold (language suggests they think settlement of that may be possible too)
    Wins for Disney
    • Board is agreeing to leave the labor services agreement the old board entered into for operating utility services in place for a few years (but shortening the term and eliminating auto-renewal)
    • Board is agreeing not to challenge Disney’s entitlement to mitigation credits
    • Beyond the last minute actions identified (or as needed to litigate the federal lawsuit) both sides are agreeing not to contest formal actions taken by the former board prior to the change (although arguably the 2023 law already did this)

    To me (particularly given the rumors Disney wants to build a fifth Florida park, and the Governor’s comments today that he thinks they should given Universal’s new construction), reading between the lines, it seems like Disney is contemplating major future development and is letting the Board dump all of the old captive district’s last minute attempts to tie the new Board’s hands - and dangling the possibility of settling the federal lawsuit in the future too - with the implied assumption being that the Board isn’t going to try to stop them entirely from doing that future development.

    Sounds like a Disney win on balance.

    He put Stephanie Kopelousos in place as the board’s administrator. The same person that negotiated Disney’s carve out on the media bill. She has close ties to Disney lobbyists. This agreement gives everyone an off ramp from lunacy.

    Why DeSantis ever thought this was a good idea is beyond me.

    From a standpoint of American ideals, it was a most atrocious and tyrannical action by DeSantis. But from a political standpoint, it was a most successful move for him. His supporters loved it when he did it. Look at this board, they still love it now, and if later it turns out to be illegal, it doesn’t much matter. Or better, it might even show how crooked is the justice system.
