Welcome to the 19th century. Of course once the country got to 75% of the states it wasn't mandatory. And they tried all the way back in 1995, 130 years after the war but it didn't get filed because of a clerical error. But really? It took someone watching the movie Lincoln to sort this out and do the right thing, even if only symbolic?
