WOW!! How much crap had to build up before dripping over the edge?? Sounds like the guy was washing it off his balcony and did not have the respect to at least make sure it was not dripping onto other balcony's. Some people just have no consideration of others. But the death penalty was a bit much. A lot of people right now are on the edge and are having to cope with a lot and a disrespectful neighbor does not help matters at all.
