Why was a murderer sentenced to 60 years ever taken outside of the prison for a stupid drug hearing? Thank you, bureaucratic idiots! Thank you, War on DrugsTM!

"But, but, but... you don't need no stinkin' guns, because the government will protect you from criminals!"
LULZ.
This reminds me of that scene in the movie Idiocracy where Luke Wilson's character is able to effortlessly talk his way out of prison thanks to the stupidity of the guards.

This one didn't happen because of the guards. This is the fault of individuals much higher up in the bureaucratic level, probably in both states.

In other words someone had to create the required computer updates and paperwork to release the felon. What you are implying is that someone plotted to free this guy or the a modern day version of the Keystone Cops was re-enacted.
I put my money on the Keystone Cops theory.

They kept it quiet for 24 hours while they were trying to get their story straight and cover their asses. The trail of an escaped killer cools off a bit over that time period.

I was being sarcastic about the Keystone Cops comment. Little did I know how accurate I was and how unfair I was of the Keystone Cops.
