Bipartisan outrage after House skips vote on $60 billion Sandy aid bill
WASHINGTON -- The House of Representatives adjourned on Tuesday night without acting on a $60 billion superstorm Sandy disaster aid bill, prompting angry denunciations from members from the states hardest hit by the storm.
The GOP leadership was criticized for what one Republican called a "personal betrayal" after it was decided that the bill would not be considered until the 113th Congress, which convenes at noon on Thursday.
The current session of the House comes to an end officially on Wednesday after the new Congress elected in November gets sworn in. Legislation does not carry over from session to session, so consideration of an aid bill would have to start all over if, as expected, nothing is scheduled before then.
They and others pleaded with the Republican leaders of the House to rethink the decision, but few were in the chamber to listen. House Speaker John Boehner of Ohio and Majority Leader Eric Cantor of Virginia are in charge of scheduling the House.
"For the Speaker to just walk out is inexcusable," Representative Peter King, a New York Republican, told reporters. "It's wrong and I'm saying that as a member of the Republican Party."

Senator 'Pleased' to Include $200 Million in Pork Projects in 'Sandy Bill'
http://www.weeklystandard.com/blogs/senator-pleased-include-200-million-pork-projects-sandy-bill_689927.html
Senator Mark Begich, a Democrat from Alaska, is "pleased" to include more than $200 million in pork spending in the Sandy legislation, a bill meant to help those affected by Hurricane Sandy.
The senator's office explains the request in a press release:
Alaskans hard hit by fisheries disasters in recent years would be eligible for federal assistance, if a comprehensive federal disaster funding bill released today gains final Congressional passage. U.S. Senator Mark Begich joined the other members of Alaska's congressional delegation in requesting the funding for Alaskans be included in the legislation, which also addresses the recent Superstorm Sandy which devastated the U.S. East Coast.
The measure proposes $150 million for the declared fisheries disasters in Alaska, New England and the Gulf of Mexico. Sen. Begich also requested that the bill includes funding to address the marine debris washing up on the coasts of western states from the Japan earthquake of March 2011. ...
The bill also included is $56.8 million for charting, damage assessment and marine debris response. Sen. Begich recently wrote to the Appropriations Committee requesting inclusion of funds for the tsunami debris cleanup and fisheries disaster funding in the Superstorm Sandy supplemental package ...
In a statement, Begich expresses his pleasure with his own request. "I am pleased Senate appropriators recognized the need for funds to respond to the 2011 tsunami debris," Begich says, according to his office. "It will be up to NOAA to decide how to allocate those funds between needs for East Coast Sandy response and West Coast tsunami debris response, so I will work closely with the agency to ensure Alaska's needs get fairly considered."

It will, you can bank on it. The problem is after the Senate passed it they left town, so it's gonna have to wait until they get back. It was clearly irresponsible of them.

Plus, the Senate was already gone. There was no way for this bill to have gone any further than the House.
I am amazed at how so many are trying to pin this on the republicans. It is becoming all too clear that we are now a nation of lemmings, regurgitating anything and everything the mainstream press tells us.
Well done.

House might split Sandy aid for votes
By Erik Wasson - 12/31/12 05:44 PM ET
The House might vote Tuesday on two bills that would provide emergency spending to aid victims of Hurricane Sandy, GOP lawmakers said.
The Senate last week passed a $60.4 billion Sandy relief package, but many Republicans consider the bill bloated even though the governors of New York, New Jersey and Connecticut asked for $80 billion.
Members said that the House is looking at splitting the Senate bill into components for votes on New Year's Day. Senior GOP aides cautioned that the plan is not final.
There would be a vote on a $27 billion package of essential spending to meet immediate needs, and a vote on a separate, $33 billion bill, appropriator Rep. Steve LaTourette (R-Ohio) told reporters.
"This allows us to see how much support there is for the rest of the package," another lawmaker said.
Rep. Peter King (R-N.Y.) is whipping Republicans to support the $33 billion bill, members said.

http://www.cnn.com/2013/01/02/politics/house-sandy-aid-vote/
House Appropriations Chairman Hal Rogers, R-Kentucky, said some aid will be approved in the next Congress.
"FEMA has plenty of money, there's no immediate needs," he said, referring to the Federal Emergency Management Agency.
"FEMA has enough money to last until at least late February-March anyway."
King, in the CNN interview, said Rogers "doesn't know what he's talking about."
"Leadership was all-consumed with the cliff procedure," Rogers told reporters off the House floor late Tuesday. "And they really have not had the time to devote to this because of that."
Up until Tuesday night, GOP leaders were working toward a plan of splitting up the vote into two measures -- one providing $27 billion for immediate needs, and another amendment offering $33 billion for longer-term recovery efforts.
Rogers said he was ready to move his scaled-back bill, but did not give a timetable for the vote in the next Congress.

http://www.politico.com/story/2013/01/house-pulls-plug-on-sandy-aid-bill-85661.html?hp=f2
House Republicans abruptly pulled the plug Tuesday night on their promise to take up this week an emergency supplemental disaster aid bill for Northeast states damaged by Hurricane Sandy.
The decision is a stunning reversal since just hours before New Jersey lawmakers were preparing for floor debate Wednesday as outlined under a strategy promoted by no less than Majority Leader Eric Cantor (R-Va.).
Indeed the Appropriations Committee had gone so far as to file a $27 billion bill Tuesday together with an amendment to be offered by Rep. Rodney Frelinghuysen (R-N.J.) seeking an additional $33 billion to match the Senate passed package of last week.
Absent a change of heart, the upshot now is that the Senate bill will die with this Congress on Thursday at noon. And the whole affair is sure to bring back memories of the famous Daily News headline in 1975—“Ford to City: Drop Dead.”
“I am stunned, stunned,” Rep. Rob Andrews (D-N.J.) told POLITICO. “I assume there is as tactical consideration here, that the Republican leadership didn’t want to be anywhere near a big spending bill after the fiasco of their handling the tax debate. I understand the tactics but there is a real human need here that is being ignored

This is how a bill becomes a law....
http://www.coons.senate.gov/learn/bills/
"8. The bill now moves onto a conference committee, which is made up of members from each House. The committee works out any differences between the House and Senate versions of the bill. The revised bill is sent back to both houses for their final approval. Once approved, the bill is printed by the Government Printing Office (GPO) in a process called enrolling. The clerk from the introducing house certifies the final version."
You see??
You can't go forward because Boehner can get the GOP to vote on anything and agree...

What exactly is it that you are supposedly so upset with the House Republicans about? They were supposed to vote on the aid bill on Tuesday but because they were busy negotiating the fiscal cliff deal until all hours of the night, they delayed the vote on the first portion of a relief package until Friday. Reuters, this afternoon (http://www.chicagotribune.com/news/sns-rt-us-storm-sandy-aidbre90001q-20121231,0,5626802.story):
The Republican-controlled House of Representatives will now vote on Friday on a $9 billion down payment for storm-related aid to the National Flood Insurance program.
Boehner also assured New York and New Jersey lawmakers that the House will take a second vote on January 15 on the $51 billion remainder of the Sandy package.
"This procedure that was laid out is fully acceptable and fully satisfactory. It provides the full $60 billion that we require," said Representative Peter King, a high-ranking House Republican from Long Island, New York. The Representative from Long Island is happy so I guess everyone else should be, too. Including the owners of fisheries in Alaska and the Gulf Coast, and the contractors who will be re-roofing the Smithsonian, and whoever gets the, "$10,000,000 to repair and improve weather forecasting capabilities and infrastructure." (Did any lack of forecasting capabilities factor into the storm damage? I seem to recall plenty of advance notice that it was coming.) Presumably all that stuff is back in the bill since Peter King says it's now back up to the original, Senate-approved amount of $60 billion again.
