Is the staff trying to sign this guy? He is the number 1 WR on the board per rivals and is undecided right now.

They would definitely sign him if he was interested and they are recruiting him. From what's been reported, however, we are not as high on his list as some other schools.

His disinterest is probably based on the same reasons North's dad gave. UF doesn't throw the ball enough. These are tall, fast, durable WRs who could thrive as feature receivers on teams that break huddle faster and throw the ball more than half the time. We got some good ones, but until we prove to be committed to a more prolific passing attack, success at WR recruiting will depend on the availability of high caliber regional talent and diamonds in the rough.
I think we'll see some movement in that direction, but Muschamp and Pease seem to enjoy playing keep-away. I expect Driskel to improve a lot in the spring. At the same time, I expect our running game to become more potent. The OL is going to be sick. The depth and versatility at RB could be the most we've seen since the mid 90s, especially with Taylor being around for spring ball. And don't forget who our number one returning rusher is. I can just see one of these guys looking at our playbook; "So you're telling me this play is designed for me to get upfield so I can block for the QB on the read option?"
As much as I love seeing the ball heaved around, even I would have a hard time making a case to throw the ball more. Darrell Royal may be dead, but his philosophy will always resonate.
But then there's Will Grier.

I don't get much reliable info because I'm so far from UF and our usual recruiting grounds. I do follow local high school football and nobody in the Chicago area is mentioning UF when they're talking about Treadwell. One of our coaches was up here early in the season but nobody came back. I'm guessing they were not encouraged. Something may have happened very recently, but if it did, it's clear out of the blue.
Too bad Bryant Young couldn't have been more influential. Treadwell's high school isn't far from where Young grew up. Bryant is still a legend down there and everywhere else in this area. We will have better luck with defensive players up here (and hopefully basketball players). "Under-rated" Antonio Morrison was runner up to player of the year last season. I guess the national experts don't have high regard for the level of competition here.
