How come JC transfer count but regular college transfer don't?

How come JC transfers count but regular college transfers don't in the recruiting class rankings? I don't see either Garcia or Moore in our 2012 or 2013 lists anywhere.

Well the two transfers are not playing football. Kind of hard to rate someone who is not playing the sport. Plus who would you rate them against? Why worry though?

From what I understand, Moore will count as a JC transfer.

ESPN will give that to Florida no matter what and they are the only rankings that matter so nothing to worry about
